Individual Consultant (Education): Conducting a participatory study and developing guidelines for the Community and Home-Based Learning (CHBL) model for out-of-school children in Ethiopia with an accent on contextual relevance, policy alignment, and inclusive strategy design. Focus on mapping community resources, conducting stakeholder interviews, and establishing minimum operational standards for foundational learning initiatives in crisis-affected areas.

What you will do

  • Conduct participatory assessments and in-depth interviews with education officials, teachers, and caregivers in the Amhara region.
  • Review national education policies, strategies, and sector plans to ensure an enabling environment for CHBL models.
  • Map available community resources, structures, and safe spaces for content delivery.
  • Develop national/regional CHBL guidelines covering implementation strategies, training requirements, and quality assurance.
  • Draft and present assessment findings and validation workshops to stakeholders.
  • Create sample locally relevant learning models for home-based and small-group activities.

Requirements

  • MA in Education or related field.
  • Minimum 12 years of experience in conducting participatory assessments in the education sector.
  • Proven experience in reviewing education policies and producing high-quality learning materials.
  • Excellent written and verbal communication in English and Amharic.
  • Demonstrated track record of working with government stakeholders and community members.
  • Familiarity with the education sector and community structures in the target woredas of Amhara.
